The Second Community Services Activity of the PMI Hong Kong Chapter
Participation in Hong Kong Red Cross Group Blood Donation on 12 September 2009
Following the success of the first community services activity on Oxfam Rice Sale, the PMI Hong Kong Chapter (PMIHK) and its Engineers’ Club organized a group blood donation activity on 12 September 2009. The PMIHK group led by Mr Alex Leung, Vice President – Community Services of the PMIHK, arriving the Central District Donor Centre of the Hong Kong Red Cross in the morning of 12 September 2009. The group comprising of 12 enthusiastic volunteers was warmly greeted by Ms Yeung, the Person-in-Charge of the Centre. The PMIHK volunteers had to fill in the questionnaires, and completed some checking and tests before they were confirmed fit for blood donation on that day. Nine members of the group passed the tests and completed their mission in donating blood for the needed. Throughout the process, the nurses at the Centre had been very helpful to the PMIHK group and answering questions of interest to the donors.
The Hong Kong Red Cross began its voluntary, non-remunerated blood donation programme in 1952. Currently the Hong Kong Red Cross Blood Transfusion Service is the only public institution providing blood to all hospitals, public and private, in Hong Kong. It has been managed by the Hospital Authority since December 1991. Since there is no substitute for blood, the supply of blood relies entirely on the goodwill of voluntary, non-remunerated blood donors. Over the past fifty years, more than one million people have donated blood in Hong Kong and over four million units of blood have been successfully collected.
All the 12 members of the group enjoyed a wonderful morning on that Saturday. The PMIHK would like to take this opportunity to express our sincere gratitude to our volunteers participating in this meaningful activity to save lives. We hope that other members would join us in our other activities on community services in the near future.

PMIHK Engineers’ Club - Social Gathering cum Mentoring Scheme Kick-off Ceremony

The Engineers’ Club had organized its first social gathering on 10 September 2009. In addition, the Kick-off Ceremony of the Mentoring Scheme with the mentors first meeting the mentees also took place at the same venue.
A group of PMIHK Executive Committee Members and Engineers’ Club members enjoyed an informal gathering at Causeway Bay in the evening of 10 September. It was a valuable chance for the project management and engineering professionals and practitioners to chat and expand their social network in a relaxed atmosphere. Thanks to the effort of Ir Carl Li who assisted to organize this event for the Club members.
It was also the Kick-off Ceremony of the Mentoring Scheme organized by the Engineers’ Club. The Engineers’ Club is chaired by Ir Alex Leung who is also the Vice President of PMIHK, while Miss Venice Hung is the person-in-charge of the Scheme. The PMIHK President - Mr Raymond Wong, and Executive Vice President (External) - Ms Rosanna Ho are the two mentors of the Mentoring Scheme. Each of the mentors is assigned with two mentees who are coming from the engineering and project management fields. The Mentoring Scheme will last for a period of six months and it is hoped that the mentees would acquire more real life project management experience and skills under the mentorship of their mentors.

Engineers' Club Project Management Seminar Series - Seminar No. 3
“Contract Management of MTR Projects”

The third seminar of the project management seminar series, which was jointly organized by the Project Management Institute – HK Chapter (PMIHK), Project Management Specialist Group (PMG) and the Young Members Committee (YMC) of the Hong Kong Institution of Engineers, was held on 8 September 2009. In this seminar, we were grateful to have Ir Eddie Leung, MTR’s Contracts Administration Manager, to share valuable experience on contract management of MTR’s new projects with the audience. Ir Leung is a proficient quantity surveyor / contracts administrator with 25 years of experience in Hong Kong and Asia Pacific. He has participated in the procurement and contract administration of various railway & airport projects including Hong Kong Chek Lap Kok Airport, Taiwan High Speed Rail and MTR Kwun Tong Line Extension.
The topic of this seminar was “Contract Management of MTR Projects”. Ir Eddie Leung commenced his talk with a brief introduction of MTR railway development plan in the coming 10 years. He also introduced three different types of contract management models adopted by MTR for various projects. They include “Lump Sum Fixed Price Contract”, “Lump Sum Variable Price Contract”, and “Target Cost Contract” for procurement.
In MTR’s 10-year railway development plan, five main railway lines will be designed and constructed, including West Island Line, Guangzhou-Shenzhen-Hong Kong Express Rail Link, South Island Line, Kwun Tong Line Extension, and Shatin to Central Link. Most of these projects are planned for completion before 2015. Each project has its difficulties on technical and cost management aspects. Good contract management is to control the projects so as to satisfy the client’s requirements and to minimize the associated project risks.
The Q&A session was also encouraging and there was excellent interaction between the speaker and the audience. The participants gave positive feedback on the seminar and they appreciated the interactive communication with the speaker throughout the seminar. The seminar had achieved the goal and objectives initiated by the PMIHK Engineers’ Club. On behalf of the organizers, Mr Leo Chan, Chairman of the HKIE-YMC presented a souvenir to Ir Eddie Leung at the end of the seminar.

The First PMIHK Community Services - Participation in Oxfam Rice Sale 2009
Certificate of Appreciation presented by the Oxfam Hong Kong
With the help of more than 4,700 volunteers and 300 supporting groups, the Oxfam Hong Kong raised approximately HK$3 million by selling more than 100,000 packets of Oxfam Rice from 9 to 17 May 2009. The Project Management Institute – Hong Kong Chapter (PMIHK) cum Engineers’ Club participated in this meaningful activity on 10 May 2009. With the enthusiasm from volunteers of the PMIHK and its Engineers’ Club, we have been able to solicit a donation of more than HK$10,000 for the sale of the Oxfam Rice. In recognition of the outstanding performance by the PMIHK in the Oxfam Rice Sale, we have been invited by the Oxfam Hong Kong to attend the Award Presentation Ceremony on 24 July 2009. Ms Karen Ip, Executive Vice-President (Internal) and Ir Alex Leung, Vice-President (Community Services) and Chairman of the Engineers’ Club of the PMIHK attended the Ceremony, and received a certificate of appreciation on behalf of the PMIHK cum Engineers’ Club from the Oxfam Hong Kong.
The Oxfam Rice Sale is the first community service that the PMIHK has participated. We plan to organize more community services for the PMIHK so as to provide more opportunities for our members and volunteers to contribute to the society. Your support and active participation on the aforementioned activities will be most important to us in taking forward this initiative.

Young PM Club Activities: "My Understanding of the Green Projects – a diary"
Hong Kong was known as a small fishing community prior to the arrival of the British in 1842. Although I was born here, I do not have much concept about the sea except the Victoria Harbour.
On 18 July 2009, which was a sunny and extremely hot day, I joined the Hong Kong Marine Life Carnival 2009 organized by Eco-education & Resources Centre (ERC) with some members of the PMI Hong Kong Chapter. The event was called “Understanding the Green Projects”, which was brought to us by Thomas Wai, the VP Club Development, PMIHK.
We visited the marine conservation road show along the waterfront next to the Sai Kung Pier. During the visit, we shared experience of promoting eco-education with the student volunteers and discussed a number of topics. For example, we talked about the difficulties, challenges and opportunities of doing the “Green Projects”, especially from the local NGO perspective, as well as the internal and external project constraints involved. Nevertheless, one thing can be sure is, the PMI project management knowledge and tools can help to do the “Green Projects / Program” better. Just to name a few here:
• Scope management with key stakeholders (the HKSAR Government, fisherman, residents and other NGOs)
• Programme or project / event planning (with PMI’s PM Methodology to add value)
• Risk and resource management (the two key areas that need special capability to master)
Ken, the founder of ERC, and Thomas led us to the near shore of the Sharp Island to visit reef fish and coral. We took a lot of pictures under the water and suddenly came across a very small but beautiful yellow fish. Ken told us that its name is lemon damsel and it rarely appears in Hong Kong, and even Ken himself has never seen it before.
How can we save the reef’s life and keep the sea clear? We only take away with us the photos and leave bubbles as reminded in the carnival booklet.

Project Management Seminar Series - Seminar No. 2
“An Introduction of 5S and a Case Study of 5S Implementation at Lamma Power Station”

The second seminar of the project management seminar series jointly organized by the Project Management Institute – HK Chapter (PMIHK), Project Management Specialist Group (PMG) the Young Members Committee (YMC) of the Hong Kong Institution of Engineers was held on 30 June 2009. In this seminar, an introduction of “5S” and a case study for application of “5S” for project management in Lamma Power Station were given by Ir Dr Louis Lock, Manager of Lamma Power Station responsible for site management from civil construction to subsequent mechanical/electrical installation and commissioning.
Before the commencement of the Seminar, a keynote remark was delivered by Ir Alex Leung, Vice President of the PMIHK and Chairman of its Engineers’ Club. Ir Lock started his talk with a brief introduction on the meaning and objectives of “5S” which symbolized a proven and practically effective tool for good housekeeping practice at workplaces. The term “5S” is originated in Japan and represents five Japanese words, beginning with the letter “S”, namely “Seiri, Seiton, Seiso, Seiketsu and Shitsuke”, which basically mean “Organization, Neatens, Cleanliness, Standardization and Discipline”.
Ir Lock shared a lot of site photos and his practical “5S” management experience in Lamma Power Station, such as setting up guidelines and procedures; and enhancing people’s initiative in active participation of managing a good workplace at all levels of their work. It had also been mentioned that the fourth “S” – Standardization – was the backbone of the “5S” principle and the prerequisite for the fifth “S”- Discipline.
During the Q&A session, there were overwhelming responses from the audiences. The speaker emphasized the importance of practicing “5S” principle in project management to make our workplaces much better and safer than before.
On behalf of the organizers, Ir Alex Leung proposed a vote of thanks and presented souvenir to Ir Lock at the end of the seminar. The Organizing Committee would like to take this opportunity to thank Ir Dr Louis Lock again for raising the safety awareness of audiences and making this seminar a success.

Project Management Seminar Series - Seminar No. 1
“Design Management of MTR Railway Projects”

The first seminar of the Project Management (PM) Seminar Series jointly organized by the Project Management Institute – Hong Kong Chapter (PMIHK), the Project Management Specialist Group (PMG) and the Young Members Committee (YMC) of the Hong Kong Institution of Engineers (HKIE) was held on 18 May 2009. We were delighted to have Ir Jason Wong, the Design Manager of Shatin to Central Link of MTR Corporation Limited, as the seminar speaker. We have had a full house of 100 attendees with a good mixture of them from different disciplines, including project managers and the engineering professionals, and also from different age groups.
Following a keynote remark by Mr Anthony Lung - Vice President of the PMIHK, Ir Alex Leung - Chairman of the PMIHK Engineers’ Club and Deputy Chairman of the HKIE Project Management Specialist Group delivered an opening speech for the event. The topic of our first PM seminar was “Design Management of MTR Railway Projects”. Our speaker Ir Wong has developed his career as a railway civil engineer for 20 years and has participated in the planning and design of various railway projects in Hong Kong.
The seminar provided an introduction on design management of MTR railway projects. The essence and overview of the pro-activeness, collaboration, multi-disciplinary focus and early input on constructability to projects were elaborated. Ir Wong gave the audience an insight on the project lifecycle of Design Management ranging from Feasibility Study, Preliminary Design, Detailed Design, to Construction and Commissioning. He also explained the roles and responsibilities of a Design Manager in different stages and phases of a project. Ir Wong shared his experience on projects and emphasized on the importance of good design management for a project. The rationale of MTR Corporation's practice of completely defining client's requirements prior to commencement of detailed design, working in the same office with design consultants, focusing on interface management, value engineering and peer review was discussed in the seminar.
The interactive Q & A session was also encouraging and there was a very good interaction with the audience. The participants gave positive feedback on the seminar and they appreciated the interactive communication with the speaker during the seminar. The seminar has achieved the goal and objectives initiated by the PMIHK Engineers’ Club. On behalf of the organizers, Ir Alex Leung proposed a vote of thanks and presented a souvenir to Ir Jason Wong at the end of the seminar.

The First Community Service of the PMI Hong Kong Chapter in 2009
The PMI Hong Kong Chapter (PMIHK) and its Engineers’ Club participated in the Oxfam Rice Sale on 10 May 2009, which was the Mother’s Day this year. The annual Oxfam Rice Sale is the main fundraising activity for Oxfam Hong Kong’s work in Mainland China. With the generosity and support of the Hong Kong public, Oxfam has been able to support more than 1,408 projects in 28 provinces / regions in the Mainland. Oxfam Hong Kong has been working in Mainland China since 1987, supporting hundreds of thousands of poor people in their efforts to improve their communities.
On the day of the event, 12 volunteers from the PMIHK gathered at Tai Koo Shing MTR Station to contribute their effort and enthusiasm in this meaningful activity. Volunteers of the PMIHK Community Services Team include Ms Karen Ip (EVP of the PMIHK), Ir Alex Leung (VP of PMIHK and Chairman of the Engineers’ Club), Ms Sally Leung (Vice Chairman of the Engineers’ Club), Mr Thomas Yung (coordinator of the activity), members and helpers of the Engineers’ Club. Members of the Team met all walks of people there, and most of them were nice and sincere. The Team has been able to secure donations from the public for Oxfam, although not much but hopefully could help to contribute part of the needed to its charity project in the Mainland.
All the 12 members of the Team enjoyed a nice and meaningful afternoon before celebrating the Mother’s Day with their families in the evening. Perhaps it was one of the best presents to their mothers in having their sons and daughters contributing their effort to help the less fortunate. The PMI Hong Kong Chapter would like to take this opportunity to express our sincere thanks to members of the Community Services Team and hope that other members would join us in our next activities on community service in the near future.
