CIO Forum – 360 Value Creation through IT Professional Certification
(25 November 2014, Tuesday)



Organised by the Hong Kong Computer Society (HKCS) and co-organised by The Hong Kong Institute for IT Professional Certification (HKITPC) and Cyberport, the “CIO Forum - 360 Value Creation through IT Professional Certification" is to be held on Tuesday, 25 November 2014 at Cyberport. 

This 1-day Forum is a platform for employers, employees, certification assessors and certificate achievers to learn about the Hong Kong Certified Professional of IT (CPIT) Certification Scheme, and to network and exchange views on the significant correlation between certification, competency and the competitive elements to the IT community.

Featuring three CIOs to speak on CPIT, the Forum also includes two sessions specifically on recognition-based CPIT targeted to ITIL and PMP holders.

Mr. Victor Lam

Mr. Victor Lam
Mr Victor Lam joined the Hong Kong Government as an Analyst/Programmer in August 1985, immediately after his graduation from the University of Hong Kong, majoring in Computer Studies.

Being an information technology (IT) professional, Mr Lam has provided IT service to various government departments, including Housing Department, Customs and Excise Department, the former Trade Department and the former Information Technology Services Department. He was the project manager of the Air Cargo Clearance System in preparation for the opening of the Hong Kong International Airport at Chek Lap Kok in 1997-98. In 1998-2001, he completed a review on the “.hk” domain name administration regime and facilitated the establishment of the Hong Kong Internet Registration Corporation. He assumed the position of Chief Systems Manager (Human Resources) of the Office of the Government Chief Information Officer in 2002-05 to take forward a series of cultural and organisational change programmes of the Office. He took up the Assistant Government Chief Information Officer position in 2006 to help government departments transform their businesses through IT. Currently he is the Deputy Government Chief Information Officer (Consulting and Operations) responsible for developing and implementing the Digital 21 Strategy, the blueprint for the development of information and communications technology in Hong Kong.

Ir. Stephen Lau, JP, Distinguished Fellow of the Hong Kong Computer Society, has over 30 years' experience in information technology and banking industries in both the government and private sector where he held a number of senior management positions, including the first Privacy Commissioner for Personal Data for Hong Kong (1996-2001), Head of Operations and Technology for Citicorp Asia Pacific, President of North Asia for EDS, and Department Head of the Hong Kong Government Data Processing Agency (the precursor to ITSD and OGCIO). Currently, Mr Lau is the Advisor of HP Enterprises Services.

Mr. David Chung
Dr. David Chung joined Hong Kong Cyberport Management Company Limited as the Chief Technology Officer leading core public functions of Cyberport, namely IT&T services operations, Technology Centre, Collaboration Centre and Entrepreneurship Centre. Under his direction, Cyberport is continuing to focus significant resources on fostering the growth of local ICT startup and SME companies. Dr. Chung currently serves as member of the Expert Group on Cloud Computing Services and Standards, Working Group on Cloud Computing Interoperability Standards and Convenor of the Working Group on Provision and Use of Cloud Services. He also serves as member of the Technical Committee 28 on Information Technology of Standardization of Guangdong Province and Hong Kong / Guangdong Expert Committee on Cloud Computing Services and Standards. Dr. Chung is the President of the IPv6 Forum-HK Chapter to promote the deployment and swifter uptake of the next generation internet with support from industry, education and research organizations.

Dr. Chung holds Engineering Management Doctorate from City University of Hong Kong, Master Degree of Business Administration from Open University of Hong Kong, Postgraduate Diploma in Business Management from Chinese University of Hong Kong and Bachelor of Science (Engineering) in Computer Science from Imperial College London.

Mr. Patrick Wong
Mr. Patrick Wong (B.Eng (HKU), MBA, CISA, CGEIT, ITIL Expert) is an experienced professional management leader with more than 20 years of experience in the area of Business Management, Operations Management, Project Management, Information Technology and Technology Management.

Patrick is currently the Managing Director of ITG Limited and the Founding Partner of KEEP Consulting Limited, providing management and strategy consulting services to corporate clients, local social enterprises and NGOs. He serves as an Advisor of PMI Hong Kong Chapter, as a committee member of itSMF-HK and as a member of the Board of Directors for Hong Kong Institute for IT Professional Certification (HKITPC).

Mr. Andy Bien

Mr. Andy Bien
Currently the Chief Information Officer (CIO) of the Airport Authority of Hong Kong, Mr. Andy Bien has been in the Information Technology (IT) industry for over thirty years. He is responsible for the strategic planning and provisioning of IT services to the Hong Kong International Airport and its community. Mr. Bien holds BSc Degree (Hons) in Computer Engineering from Queen's University, Canada and his MSc Degree in Communication Engineering from Imperial College, University of London.

Mr. Ted Suen

Ir Ted Suen is the Head of Information Technology of MTR Corporation. In this capacity, he is responsible to formulate the corporate IT strategy, manages the overall MTR corporate IT function, directs the establishment of a stable, reliable and highly effective IT environment to support the business operation and to ensure Information Systems solutions are in-line with corporate business strategies.

Ms. Susanna Shen

Ms Susanna Shen (FHKIE FHKCS MBCS CITP EMBA) is the Head of Corporate IT in Towngas and has been in this post since 2005. The IT team under her leadership is responsible for providing Towngas Group’s IT services and solutions to support Towngas business mission and its subsidiaries as well as its Mainland businesses.

Mr. Y.B. Yeung is currently an Adjunct Professor with the City University of Hong Kong. He has over 40 years of IT experience with large international financial institutions in both Hong Kong and Canada. Prior to joining the City University, he was the Regional CIO of HSBC for Hong Kong and Asia Pacific. Currently, Mr. Yeung is on the Certification Board of the Hong Kong Institute for IT Professional Certification (HKITPC).

Dr. Wong is the founders of the iASPEC Technologies Group. The Group operates a number of software companies in Hong Kong, Mainland China and the United States since 1988. He is currently serving as the Chairman of the Advisory Committee of the Information Engineering Department of the Chinese University; Chairman of the Advisory Committee of the Division of Science and Technology at the United International College, Zhuhai.

Mr. Gordon Lo is the director of Business Management Branch of HKPC and has over 30 years of experience in business management and IT consulting. His portfolio spans strategic planning, solution evaluation, feasibility study, process improvement, system integration, service innovation and supply chain management, etc. Mr. Lo holds a Diploma of Imperial College and a Master Degree of Science from University of London.

Mr Brian Chong has around 20 years of IT experience, of which, he has been IT architect for more than 10 years. He is currently the Head of Architecture & Engineering team for DBS HK. He is also the lead of Architecture Review Board of the DBS Bank Group.

Mr. WONG Po Lun, Nathan, is Senior Research & Development Manager of Information Technology Department in Bank of Communications. He is responsible in banking service innovation like mobile, social, big data, biometrics and cloud. Besides CPIT, he obtained certifications of FRM, AHKIB, Six Sigma Black Belt and ITIL Expert as well.

Dr. Edith Mok, MH, had been Regional ISCS Director and CIO for Dow Chemical, AT&T, and NCR for over 15 years. She was ITS Director in the HK Polytechnic University and IT Director in HK Jockey Club. In the last 8 years, she has dedicated effort in HKITPC and CPIT credentials. She is Distinguished Fellow and Advisor to the Council of HKCS.

Mr. Peter Miao
Mr. Peter Miao has been in the ICT Industry over thirty years and he is now the Head of IT of the Hong Kong Housing Society. Mr. Miao is also a Certified Information System Auditor (CISA), an ITIL Expert and the current Chairman of IT Service Management Forum (itSMF) Hong Kong Chapter.

Ms. Rossana Ho
Ms. Rossana Ho is the President of PMI HK Chapter. She is also Board Member of Continuous Professional Development Alliance and Education Director of HKACE (Hong Kong Association of Customer Service Excellence).
